This error happens when there are previous enrollments noted in the registry, either from an aborted enrollment attempt or some other MDM process.
Steps to correct:
- Check in the portal for the device. If it appears as enrolled, unenroll the device in the portal
- Uninstall the Intelligent Hub app
- Uninstall intelligent hub

Delete the below registry key\folders
- HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\EnterpriseResourceManager\Tracked
- HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Enrollments
**I found it necessary to first take Ownership of this key and its subkeys in order to delete
- HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Provisioning\omadm\Accounts
- Reboot the device
- Install intelligent hub and enroll
