This error happens when there are previous enrollments noted in the registry, either from an aborted enrollment attempt or some other MDM process.

Steps to correct:

  1. Check in the portal for the device.  If it appears as enrolled, unenroll the device in the portal
  2. Uninstall the Intelligent Hub app
  1. Uninstall intelligent hub
  2. Delete the below registry key\folders
    1. HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\EnterpriseResourceManager\Tracked
    2. HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Enrollments

**I found it necessary to first take Ownership of this key and its subkeys in order to delete

  1. HKEY_LOCAL_MACHINE\SOFTWARE\Microsoft\Provisioning\omadm\Accounts
  1. Reboot the device
  2. Install intelligent hub and enroll
