Download the ADMX template.

Drop the ADML file here:

\\gsp-dc\sysvol\kki.org\Policies\PolicyDefinitions\EN-US

Drop the ADMX file here:

\\gsp-dc\sysvol\kki.org\Policies\PolicyDefinitions

Then check Group Policy manager to make sure the folder structure is there with the settings you want to modify
